Irrigation Deptt executes 60 schemes without AA, incurs irregular expenditure of Rs 30 Cr | | | Early Times Report JAMMU, June 27: Lack of perspective plans before execution of any irrigation scheme by the Irrigation Department has virtually defeated the main objective of such schemes which are intended to give boost to agricultural sector of the State. Sources told Early Times that Irrigation Department has shown very poor approach in implementation of irrigation schemes under Accelerated Irrigation Benefit Programme (AIBP) as over 60 irrigation schemes were executed without Administrative Approval and Technical Sanction by incurring irregular expenditure of approximately Rs 30 crores. "Although there are clear instructions that Perspective Plan needs to be formulated and guidelines approved under AIBP should be adhered to by the implementing agency and only approved schemes should be taken up for execution so that maximum benefit out of these schemes be taken by the farmers," they said. They further informed that it has become common practice in the department to make irregular expenditure in the name of irrigation schemes funded by center government. "Although department claimed that schemes approved under AIBP stand cleared by respective State Technical Advisory Committee meetings. Besides, schemes other than AIBP are to be administratively approved by respective office under whose competency the scheme falls but such claims stand exposed with their failure in implementation," sources informed. "But the fact of the matter is that the irregular expenditure of Rs 20 crore made against 50 schemes and Rs 10 crore against 10 schemes had not been regularized till date. Further, 90 schemes involving an expenditure of Rs 120 crore were executed during 2008 to 2016 without Administrative Approval and Technical Sanction. |
