SRO-492, which hikes road tax on all vehicles to 9-10% full of discrepancies
Officials demand clarifications but govt mum

JAMMU, Sept 26: The SRO-492 of state government, according to which one time road tax on all type of vehicles was hiked to 9 or 10 % is full of discrepancies forcing the officials of department to seek clarifications from higher ups but government is still in sleeping mode and has not responded so far, creating hindrances in official working.
In the first week of August the state government issued SRO-492, according to which on all type of motor vehicles, it was announced that there would be a one-time tax @ 9 percent of the cost of vehicle and on motor cycles costing above 1.5 lakh there will be a one-time tax @10 percent of the cost of vehicle.
The traders as well as transporters have been demanding its rollback but the officers of the department are also facing hurdles due to lot of discrepancies, on which they have also written to the higher ups but so far no clarification was given to them.
Sources informed, "The SRO has mentioned all type of vehicles but some vehicles were purchased until July 31 but their documents and fee was not submitted to RTO offices till July 31 and when their documents reached to the offices, the owners were informed that road tax of 9 % will be charged so they objected on the plea of purchase of vehicles. Though the owners are right but the official of Transport department have to go by the SRO, which has not given any relaxation to vehicles purchased till July 31, 2019".
Sources further stated that earlier tractor was exempted from the road tax as it was for agricultural use but as per new SRO, road tax of 9 % would also be charged on tractor and farmers would suffer.
"A majority of the transporters didn't pay road tax in one go and as per previous laws on road tax, the transporters were given choice to pay road tax in installments but no such choice is given. Moreover, some transporters who had purchased vehicles five years back, had been paying road tax as per the installments fixed as per old rules but now department has been demanding road tax from them as per SRO-492 basis and in one go, on which transporters have expressed reservations as many are not able to pay total road tax in one go", sources said.
Sources further disclosed that these were some of the major discrepancies, which were pointed out by officials of the department and had forwarded the same to higher ups but so far no reply was given by the officials, which has been creating problems for the officials working in various transport offices of the state.
