SRINAGAR, Sept 29: Chief Electoral Officer (CEO) Jammu and Kashmir Shailendra Kumar today announced that election for Chairperson of the Block Development Councils (BDC) will be conducted in the state in the month of October.
CEO Shailendra Kumar was addressing a press conference in Srinagar. He said, "Election Authority, Jammu and Kashmir has prepared the schedule for holding of election of Chairperson of the Block Development Councils, after taking the consideration of all relevant aspects". He added, that the election shall be held in one single phase across the state and Kumar notified that date of issue of gazette notification will be October 1, while as last date of filing nomination will be October 9, date of scrutiny of nomination will be October 10, last of date for withdrawal of candidature will be October 11, date of poll wherever necessary will be October 24 and counting of votes will be on same day that is October 24.
Kumar added that the counting of votes shall be taken on the day of poll from 3:00 PM onwards unless notified otherwise, followed by announcement of details. Further, it is to be notified that in terms of Rule 102-A of the Jammu and Kashmir Panchayat Raj Rules 1996, the government in Rural Development Department J&K has issued the notification calling upon all the Panchs and Sarpanchs to elect Chairperson of the Block Development Councils. CEO Shailendra Kumar further added that for the conduct of election of chairperson of the Block Development Council, one block is taken as one constituency and all the elected Panchs and Sarpanchs of the Halqa Panchayat failing within the block constitute the Electoral College for that Block.
He added that out of the 316 blocks in the state there are two blocks where there are no elected Panchs and Sarpanchs and thus there shall be no election there. While as there are four blocks where no women Panchs and Sarpanchs are available which are reserved for women as per the reservation notification issued by the Department of Rural Development and Panchayat Raj.
"There are total number of 26,629 electoral in Jammu and Kashmir and Ladakh, while as there shall be one polling station for one Block Development Council and accordingly 310 polling stations have been set up in the State, one each in each block, where elections are being notified", CEO Shailendra Kumar said.
He added that ballot boxes would be used during the election of the chairperson of the Block Development Council elections and the election authority has fixed the limits of expenditure to be incurred by the contesting candidate as Rs 2,00,000. Moreover, all the critical event will be video graphed and Model Code of Conduct shall come into force with immediate effect.
