Early Times Report
SRINAGAR, Oct 11: The Union government is contemplating to provide special funds for the modernization of Madrassas in Jammu and Kashmir, whereas no such plan seems to be in place for similar educational institutions run by other communities, who have been bearing the brunt of terrorism in the region.
Official sources said the Union Ministry of Human Resource Development (MHRD) has come up with a proposal for the modernization of Madrasssas running in the region and that funds to the tune of around Rs 100 crore are likely to be spent on the development.
Sources said the proposal came up following a visit of the high level team of the MHRD led by Joint Secretary to Kashmir recently.
Sources said the MHRD team was kept in dark about the requirements of Jammu region in particular whereas the plight of minority community and how they have been struggling for the last 30 years in the wake of armed insurgency was also not discussed much.
Sources said the team was given an impression that only one particular community needs to be uplifted further in the field of education.
Officials sources said what was largely downplayed before the visiting team was the plight of student community studying in frontier areas like Rajouri, Samba and Poonch that have been bearing the brunt of Pakistani aggression in the form of ceasefire violations.
As already reported by Early Times, the high level team of the MHRD had visited Kashmir and held discussions with the educationists and others including Vice Chancellors of various universities.
Meetings were also held with the official machinery in the Civil Sectarian. The MHRD team had, however, "largely ignored" Jammu drawing flak, with people saying that this region has been taken for granted.
The educationists from Jammu have been accusing the MHRD of failing to do justice for the cause of regional balance.
"Every development gets focused towards Kashmir or the majority community in the region and this is something which has become a main cause of discrimination with Jammu," said an educationist.
When contacted a senior official in the Civil Secretariat admitted that the proposal was underway for upgradation of Madrassas. "But Novadiya Vidhlayas will also be upgraded and more so in Jammu region," he said on the condition of anonymity while trying to downplay the issue.
