Early Times Report

SRINAGAR, Oct 11: Chief Secretary, B.V.R. Subrahmanyam chaired the 12th meeting of Board of Governors (BoG) of J&K e-Governance Agency (JaKeGA) here today. Financial Commissioner, Finance Department, Principal Secretary Planning, Development and Monitoring Department, Commissioner/Secretary, Public Works (R&B) Department, Secretary General Administration Department besides representatives of Home, Forest, PHE/Irrigation & Flood Control Departments, NIC, NIELIT and Officers of Information Technology Department attended the meeting. While reviewing the status of various projects being implemented by JaKeGA, the BoG reiterated on effective usage of the services of the State Data Centre (SDC) for hosting all the government applications, including migration of sensitive digitized data under "J&K Digital India Land Record Modernization Programme" (JKDILRMP) of Revenue Department. BoG asked the Information Technology Department to approach the Finance Department for earmarking sufficient funds for making SDC state of art in terms of infrastructure and security. Chief Secretary observed that there was a felt need to expand JaKeGA and reorganize it on the pattern of such agencies as do exist in the rest of country to bring about digital revolution across J&K. Principal Secretary Information Technology Department/CEO, JaKeGA was asked to put up a comprehensive proposal in this regard for consideration in the next BoG to be held in third week of November 2019 at Jammu. While reviewing the implementation of National Optical Fibre Network (NOFN), BoG directed the Information Technology Department (the nodal department) to work out modalities with administrator "Universe Service Obligation Fund" (USOF) for speedy implementation of the project in J&K. BoG also stressed upon fast tracking the digitization of the office records in Civil Secretariat to begin with 8-10 departments to obviate the avoidable difficulties in the transportation of records during annual Darbar Move.
While appreciating the efforts of JaKeGA for rolling out JK-PULSE tool for monitoring various developmental schemes and projects, BoG asked the Information Technology Department to give due publicity to JK-PULSE so that more and more departments switch to its use. BoG also adopted the audited financial statements and accounts of JaKeGA ending financial year 2018-2019.
