Block chairmen appeal govt to provide infrastructure, staff to BDCs | | | Early Times Report Jammu, Nov 25: Eight Block Chairmen of various blocks of District Udhampur elected on National Panthers Party (JKNPP) mandate today appealed the govt. to provide requisite infrastructure and necessary staff and funds for the effective functioning of the newly constituted BDCs in the State. According to press release, they said that mere constitution of BDCs devoid of necessary infrastructure and powers would be a futile exercise and sought the extension of provisions of 73rd Amendment of Constitution so as to make to system of local self governance truly effective and fruitful. The Chairmen of 8 BDCs of Majalta, Khoon, Jaganoo, Ramnagar, Latti-Jakhed, Parli Dhar, Chanunta and Kulwanta namely Dina Nath, Om Parkash, Sanjeet Sharma, Darshan Kumar, Neelam Devi, Geta Devi and Sushma Kumari respectively alongwith Harsh Dev Singh, Chairman-JKNPP & former Education Minister addressed a press conference in Jammu today. Seeking action against certain corrupt and defiant BDOs, the BDC Chairmen called for posting of relatively honest people in said BDCS in view of large scale loot and plunder of development funds which had caused huge resentment in several such Blocks. Making particular mention of the Block Majalta, Block Chanunta and Block Kulwanta, the BDC Chairmen sought enquiry into the violation of norms and guidelines in the implementation of PMGSY and other Rural Development Schemes besides large scale leakages and pilferages thereby taking a huge toll of developmental activity in the said Blocks. The Chairperson BDC Kulwanta Mrs. Sushma Kumari further stated that the BDO Kulwanta had refused to provide her the details of activities undertaken in the current financial year under MGNERGA besides the details of persons to whom payments had been made. "The BDO Kulwanta even refused to provide me a chair to sit" said Mrs. Sushma Kumari while pointing towards the defiant posturing of the BDO. Similarly the Chairperson of Block Chanunta, Gita Devi accused Kuldip Kumar the BDO Chanunta of non co-operation and refusing to attend the meetings concerned by her. The said BDO had even refused to get the plans vetted by the Chairpersons and even declined to give the list of works identified for execution and also denied the list of beneficiaries to be covered under PMAY. Similarly the BDO Majalta, Pritam Kumar was said to be involved in various corrupt deeds with none of the complaints against him having been enquired into or entertained. The Chairman called upon the govt. to take cognizance of the acts of omission and commission of the said BDOs and to replace them immediately with men of integrity so that a new chapter of development was started in the said Blocks. The BDC Chairmen further sent a memorandum to the Governor besides discussing their issues with the Director of Rural Development and other authorities. In the meanwhile, Harsh Dev Singh appealed the Lt. Governor to take stringent action against the delinquent BDOs especially those who are accused of misbehaviour with female Chairpersons of various Blocks. He cautioned the Rural Development Department authorities of full scale agitation in case the elected Chairmen were not duly empowered in accordance with law and provisions of 73rd Constitution Amendment. |
