Lt Governor sets ball rolling for Zila Parishad elections | | | Early Times Report JAMMU, Dec 17: Lieutenant Governor, Girish Chandra Murmu today set the ball rolling for Zila Parishad elections in J&K after successful completion of the Block Development Council (BDC) polls. While addressing BDC chairpersons after inaugurating two-day training programme for them, the Lt Governor announced that the District Planning and Development Boards shall be constituted for decentralized planning and development. Besides, Zila Parishads elections shall also be conducted in due course of time. With this, the 3-tier structure of Panchayati Raj system will be completed, he added. The Lt. Governor observed that the promotion and development of Panchayati Raj system is an instrument of vigorous local self government, to secure the effective participation of people in the decision making process and for overseeing the implementation of developmental programmes under various schemes. Meanwhile sources said the administration of newly created Union Territory (UT) of J&K has already started homework for Zila Parishad elections to strengthen democratic institutions at the grass-root level. First time in the history of J&K, BDC elections were held on October 24 this year thus completing the second tier of elections of Panchayati Raj Institutions in J&K. While announcing BDC elections, which were boycotted by Congress, PDP and National Conference, the government had announced that it would be followed by Zila Parishad polls. Out of 316 blocks, the elections for chairmanship of BDCs were conducted on 280 blocks while 27 block councils were elected unopposed. The poll percentage for the 10 districts in the Kashmir region was 93.65 per cent and 99.4 per cent for the 10 districts in the Jammu region. Administration appears to be geared for DDCs' elections because authorities are encouraged by the over-whelming response in the recently held BDC elections. Union Government was committed to trickle down democracy at the village level so as to strengthen institutions. By setting up three-tier Panchayati Raj system in J&K, government would involve commoner in the developmental activities in their respective areas to ensure transparency and accountability. Furthermore this would help emergence of young and fresh leadership in J&K.
