Fails to contains regulations in departmental manual for large purchases

Jammu, Feb 1: Despite repeated directions from government time to time, Power Development Department has not put in place department specific purchase manual for procurement of material to bring transparency in procurement.
Sources told Early Times that as per rule of the Jammu and Kashmir Financial Code, the department, should have detailed rules and instructions contained in its departmental regulations for large purchases.
Moreover, the Central Vigilance Commission guidelines also stipulate that there should be a departmental manual for procurement of material.
They further said that instead of carving out guidelines, the PDD had been continued to procure material through four purchase committees including State Level Purchase Committee-I for contracts above Rs 1 Crore, State Level Purchase Committee-II for contracts up to Rs 1 crore, Circle Level Purchase Committee for finalizing purchases of material up to Rs 10 lakh in each case with annual ceiling of Rs 30 lakh, whenever, material is not available in Central Store of P&MM and urgently required and Divisional Level Purchase Committee for finalizing of purchases of material up to Rs 50000 in each case with annual ceiling of Rs 10 lakh. “Purchase Committees were constituted in 2007 and entrusted with the responsibility of finalization of purchase contracts.
There was no proper system of obtaining complete requisitions from user divisions indicating technical specifications of the stores required and requisitions were received in an ad hoc or random manner,” they said further adding that the Department didn’t fix the minimum and re-ordering levels of the stores items in the quantitative terms for efficient inventory control.
