Govt may not scrap SR 202 for now | Financial constraints, administrative hurdles may delay the process | | Early Times Report
Jammu, Feb 28: There are plethora of hurdles being witnessed in scraping of the controversial SRO 202 and as per the highly placed official sources the process may take longer than usually expected to reach to any conclusive stage. Sources said there are several loopholes associated with nullifying the SRO 202 and several financial constraints have also come to fore as the government is mulling to scrap the rule. Sources that that as there were speculations rife that the SRO will be scrapped in near future, it appears that the process is likely to take more time than expected and there are chances that the SRO may not be scrapped in entirety and that some of is provisions may be kept by the government in vogue in its new policy. Under the SRO 202, during the period of first five years, the government appointee shall be entitled to the minimum of scale of pay along with the grade pay applicable to the post against which he is appointed. And further, every appointee shall after completion of five years period on probation be entitled to fixation of pay in the time-scale of pay applicable to the post against which he is appointed. This rule was enacted in the state under the regime of the PDP-BJP coalition amid much opposition from the social and civil society groups who termed it tantamount to slaughtering the abilities of the talented youth and rendering them into monkeys being thrown the peanuts. Those appointed under the SRO 202 have been asking that the government must take a holistic view on the issue. “Those whose salaries continue to swell with each passing year don’t even possess half of our qualifications. Yet they are there calling shots in the administration and we are being made to suffer without any fault,” says an employee recruited under SRO-202- popularly known as the new job policy in Jammu and Kashmir. Others from his cadre stated that they were hopeful that the government will take a decision in this regard and scarp the SRO forever but nothing of this sort was done and we are left to feed our families with meagre amounts being given to us as so-called ‘salaries’. “This is not a salary. These are the mere peanuts given for some reasons best known to the government. If we work at par with other employee and have even more qualifications than they have then why are we being discriminated and left out,” says another appointee. Pertinent to mention here that the previous coalition government on January 9, last year, nullified the reports about it revoking the new job policy under which people appointed inducted in government service shall draw a meagre salary for the period of five years. The state government clarified on the floor of the house then that it has no proposal under consideration to revoke the SRO 202 of 2015. The then health and medical education minister in a written reply to legislator Neelam Kumar Langeh stated that there is no such proposal under consideration at Health and Medical education department to revoke SRO202 which according to the minister was issued pursuant to a conscious and thoughtful decision of the government.
