In Kulgam, Private School owner openly violates norms | Administration prefers silence! | | Saahil Suhail Early Times Report
Kulgam, Mar 5: In blatant violation of norms, an influential private school owner in this South Kashmir district has started middle classes without getting necessary approval from the department of education. The influential school owner has also constructed school building on agriculture land in violation of Land Revenue Act and is using un-registered vehicles for ferrying school children from school to home, however surprisingly the administration in Kulgam district is silent. According to reports, the school management of Asha Ali Academy Kanipora Kulgam, which is registered with Education Department as primary school, has started 6th, 7th and 8th classes without seeking consent from the department. They said that the school management has moved an application before the department for getting the school upgraded to Middle School level and it is ‘under process’, but the management didn’t wait and started middle classes which is blatant violation of norms. “What will he do to the students of 8th class he the department didn’t register or upgrade his school due to any reason,” an officer said, adding the education department must act swiftly and shut the classes the school owner is running illegally. A group of locals told Early Times that the school owner had promised parents that he will get his school registered with Central Board of School Education (CBSE) and received huge donations from them but off late has deceived them as he couldn’t do it. The Chief Education Officer Kulgam, Mohammad Ashraf Rather has also initiated an enquiry against the school management. “’The School management is directed to submit registration records within two days,” reads an order issued by Chief Education Officer Kulgam. The school owner has also violated Land Revenue Act by raising constructions of Agriculture Land and thus converting Abi Awal land into commercial. Additional Deputy Commissioner Kulagm vide his letter No. DCK/R/19/20 Dated 30-01-2020 has raised objections and asked Tehsildar Kulgam to clarify the observations and submit a report. The letter, a copy of which lies with Early Times, establishes the fact that the school owner has not got the permission for the already raised school buildings and Land Revenue Act stands violated by the school owner. Reports also revealed that the school owner, in violation of Motor Vehicles Act, is using unregistered vehicles for picking and dropping students, however ARTO Kulgam has failed to initiate any action against him despite the fact that the issue was brought in his notice multiple times. They said that school owner currently staying aboard, is influential because of which officers didn’t take action against him for violating norms. |
