Over 97% Anganwadi centers run from rented buildings in JK

jammu, Apr 7: Over 97 percent Anganwadi centers are running from rented accommodations across Union Territory of Jammu and Kashmir.
According to the latest data available with Early Times, there are a total of 28599 Anganwadi centers across J&K UT out of which only 812 are housed in own government buildings, while 27787 are operating from rented accommodations.
It accounts to merely 2.8 percent of the total centres, while maximum number of the Anganwadi centers are operating from rented accommodations, for which rent is paid by the government. The rent amount was enhanced by Union Ministry of Women and Child Development from Rs 750 to Rs 3,000 in cities while it was enhanced from Rs 200/ to Rs 750/ in villages.
According to the data updated by Mission Directorate Integrated Child Development Service J&K, out of the total Anganwadi centers, Jammu district has 2376, Samba has 999, Kathua has 1590, Udhampur has 1442, Reasi has 943, Doda has 1360, Kishtwar district has 803, Ramban has 778, Rajouri has 1624 and Poonch district has 1372 Anganwadi centres. The remaining Anganwadi centres are in the districts of Kashmir province.
Though majority of the Anganwadi centers are in the city areas but if an average of the rent would be taken, a total of around Rs 5.2 crore of the rent is paid by the government for these centers on monthly basis, which accounts for over Rs 60 Crores annually.
However according to the guidelines the rented accommodation should be 600 square feet of area but the guidelines are frequently violated by the centers running from rented buildings.
According to the Comptroller and Auditor General (CAG) Performance Audit in 2016, of Integrated Child Development Service schemes, Jammu and Kashmir was among the States where critical capacity gaps were found in the slow progress of construction of the Anganwadi Centers.
The delay on the part of state administration to construct the buildings of the Anganwadi centers has led to enrolled children remaining deprived of the facilities which they can get in children friendly buildings. Running the centres in the rented accommodations leads to various issues such as lack of space and benefit to women beneficiaries.
As per the guidelines the Anganwadi center should have infrastructure including a sitting room for children, a kitchen and 600 square feet of playing area for children, along with child friendly drinking and toilet facilities.
