Former MLAs, MLCs in 'hibernation', not ready to donate anything for needy?

jammu, Apr 7: At a time when the affluent are coming forward to support needy amid the COVID-19 lockdown, the former legislators of Jammu and Kashmir have gone into hibernation, not even ready to donate a single penny from their puffy wages of the past.
After Jammu and Kashmir's Lt Governor decided to donate 30 percent of his salary for entire one year along with the Parliament Members who have opted for 30 percent pay cut, people are asking questions about the former MLAs and MLCs in Jammu and Kashmir who enjoy more perks, more luxuries, pensions than the MPs but have preferred to keep their fists closed during the present trying situation. "Why aren't the former MLAs and MLCs coming forward to support the government exchequer? They are the leaders who can show us a way and make an impact even by smaller contributions. But alas! Nothing is coming from them," was how one of the netizens gave vent to his anger on the scenario.
People are also questioning that when the politicians and former ministers and legislators are actively coming forward to lend a helping hand to those in need amid the present crisis, why have the JK legislators gone into oblivion and are not showing up at all.
Pertinently, besides getting 100 percent hike in their salaries the Travelling Allowance the former legislators were raised in the year 2017 to Rs 2 lakhs and their sitting fee was enhanced to Rs 2000 per sitting.
The salaries of the MLAs and MLCs were hiked by 100% in July 2016 from Rs 80000 (eighty thousand) to Rs 160000 (Rs one lakh sixty thousand).
According to the salary bill for gazetted officers of the Jammu and Kashmir Government a legislator got Rs 60000 as basic salary, Rs 60000 as CCA (Constituency Allowance), Rs 30000 as telephone expenditure and Rs 10000 as Medical Allowance (MA) which amounts to total gross salary as Rs 160000.
Interestingly, according to the government records, the amount of Rs 958.67 lacs in last five years has been spent as expenditure borne by the Estates Department on accommodation including Ministerial Bungalows in last five years which include Rs. 137.02 lacs (2010-11), Rs. 232.72 lacs (2011-2012), Rs. 190.97 lacs (2012-2013), Rs. 215.64 lacs (2013-2014) & Rs. 182.32 lacs (2014-2015), the department however said that the records of Deputy Director Estates Srinagar/Executive Engineer Estate Division Srinagar has been washed away in recent flesh floods.
In reply to another question on year-wise expenditure borne on the salary of manpower, fuel and hotel accommodation for the last five years, the Home Department in its reply has earlier stated that Rs 507 Cr (decimal fixed) were spent by the government in last five years on salary of manpower, fuel and hotel accommodation of security of these protected persons.
According to information available with "Early Times", the government in last five years spent Rs 20.85 Cr on rent of hotel accommodation, Rs 26.43 Cr on fuel charges, Rs 309.5 Cr on salary of guard Nafri and Rs. 150 Cr on account of salary of PSOs attached with these protected persons. Thus the total expenditure on the security of these 1472 (Categorized 803 and un-categorized 699) protected is Rs. 5163378545.60 in last five years which mean that Rs. 35.07 lacs (Approximately 7 lacs/year) were spend on an average on each protected person in last five years.
