KISHTWAR, Apr 22: Alleging use of substandard material in construction of a water tank under 14th FC Plan, the people of Nanthal Ward in Drubeel Panchayat of Kishtwar District are up in arms against the government.
As a result of the people’s resentment, the concerned BDO has ordered to stop all payments to be made by the Panchayat Secretary for the works to be executed in the area.
According to the details available with Early Times, the angry people alleged use of substandard material in construction of water tank which is being illegally constructed in the forest area by setting aside all the rules and guidelines.
The people who also circulated the video of execution of substandard material alleging that one Kousar Hussain who happens to be the husband of a ward member of Nanthal, block Mughalmaidan is hell bent and adamant to construct the water tank against the wish of the villagers who are not agreed to continue the construction work.
The locals said that they approached him for the same but ward member’s husband is not ready to listen to them addin that the said work is carried during lockdown phase when no one was allowed to move outside the homes.
The people urged upon the police and the administration, including DC Kishtwar to take cognizance of the matter by registering an FIR against the erring husband of ward member beside also called for termination of ward member since she had flouted the rules by allowing her husband to take the lead which is a direct assault on Government initiatives towards women empowerment.
Speaking to Early Times, Panchayat Secretary Drubeel, Abdul Majeed Shah said that after people informed him about the execution of work during ongoing lockdown at the behest of the husband of the ward member, he immediately asked the concerned to stop the work beside also brought the matter into the notice of BDO Mughalmaidan adding that he also personally visited the area and found the work carried out in violation of the norms. He said that the material used in construction was found to be substandard as was claimed by the local people.
Speaking to Early Times, BDO Mughal Maidan, Sobia Shad said that after Panchayat Secretary brought the matter into her notice, she immediately ordered for withholding of all the payments against the works in question. She further said that she had instructed all the officials to make payments only after proper verification of works executed in the block.
BDO agreed that substandard material has been used by the person who had been assigned the work adding that the construction was executed without their knowledge during the lockdown period.
She said that the payments will be made only after the work will be executed as per the standard norms.
