Demand for movement passes increase rush at DC offices in J&K | Issue e-passes, obsolete system exposing us to pandemic, say officials | | Early Times Report
Jammu, Apr 22: The recent government order to ensure 33 percent attendance in the offices in the second phase of lockdown has increased unnecessary rush at the offices of Deputy Commissioners across Union Territory of Jammu and Kashmir as the officials from different departments are reaching their to get traditional paper curfew passes. “The DC offices across the UT are witnessing an unprecedented rush of the officials from various departments,” said an official. He said that as per the general format, the head of the department is required to submit an application to the Deputy Commissioner’s office with the names, designations, and addresses of the officials in whose favour passes are required to be issued. An official, who had applied for the pass, while talking to Early Times said that these applications are forwarded to concerned officials who draft the passes while the applicants are asked to confirm the status of their applications days later. “There is no system in place through which we could get the status of our applications. I have been coming here for the past two days and I still do not know whether the passes are ready or not. I am not being allowed to enter. The gatekeepers direct me to call the helpline. Till date I haven’t got any response from the helpline,” he added. Meanwhile, there are concerns mounting over such a system of management in which people are exposed to unnecessary hardships during the entire process. “Administration should issue electronic passes amid the ongoing lockdown to avoid unnecessary rush at the DC offices. The respective DC offices can simply send the e-passes through emails of the department heads just like the e-ticketing system,” said another official. “The government must explore the option of issuing e-passes to the officials if it wants more results in less amount of time. This time-consuming exposes officials to greater risks as they move from one section to another to get a pass issued. The new idea will set a precedence for the future as well and could emerge as a revolutionary measure,” said an IT professional working with JK government. |
