Substandard work of CVPPP exposed, alternative road link to Banderkoot washed away | | | ASIF IQBAL NAIK EARLY TIMES REPORT
KISHTWAR, May 1: Much to the disappointment of the people of Kishtwar District, who were anxiously waiting for the completion of the alternative road connectivity to Banderkoot, the project has hit a rough patch as majority of the portion of the under construction road washed away due to continuous rainfall in the area since last over a month. As per the details available with Early Times, the 4 to 5 kms long alternative link is under construction since last over a decade and has become a sort of money minting machine for the contractors who have worked on this road from time to time. The road construction was started over 14 years ago by the GREF as a part of Kishtwar-Sinthan-Srinagar National Highway followed by handing over of the road to National Highway Infrastructure Development Authority of India before it was overtaken by the Chenab Valley Power Project Corporation Limited, a joint venture company executing ongoing Power Projects in Kishtwar District Viz 1000 MW Pakal-Dool, Kwar and Keru having aggregated capacity of 2020 MW Hydel power generation as a part of its responsibility under Corporate Social Sector Responsibility. The locals inform the Early Times, that this alternative road connectivity was started following day to day accidents on existing road stretch which is narrow and too risky to drive claiming lives of hundreds of innocent people including that of 28 employees of Education Department in a single accident. This alternative road will bypass the accidental prone area of Gangaie Dadd and for the same crores of rupees were earmarked but due to substandard work executed by the successive contractors with active involvement of the officials at the helm of the affairs resulted into wash away. The sources told the Early Times, that former GM Pakal-Dool Power Project refused to withdraw the bills of the contractors after he noticed use of substandard material in road construction as well as in construction of culverts and breast walls on this road. However, soon after his transfer the incumbent General Manager released all the pending liabilities of the contractors without verification of the quality of the work executed on ground. When Early Times brought the matter into the notice of senior officials in District Administration, they says that the matter is known to them and assured that once the uncertainty due to ongoing COVID-19 pandemic gets over the matter will be probed. The officials also said that even Deputy Commissioner Kishtwar had noticed the poor condition of this road and washing away of breast walls near Banderkoot Zig while he was on way to Chatroo for inspection of COVID-19 quarantine centers established in the area. Despite repeated attempts senior officials of the CVPPP could not be reached out for their comment. |
