Jammu, May 7: National Conference is these days presenting perhaps the best picture of dubious politics of Jammu and Kashmir with changing stands on crucial matters becoming the party’s hallmark. The High Court of Jammu and Kashmir earlier this week termed Darbar Move a ruthless burden on state coffer and asked the government to consider abolishing the practice keeping in view the huge financial constraints involved in the process and asked the dispensation whether it was ready to spent Rs 200 crores on such a practice every year. On May 6, this year, however, national conference came out with a detailed statement opposing such move aimed to abolishing the practice of Darbar Move in the former state of Jammu and Kashmir. “The practice of moving the secretariat to and fro between Jammu and Srinagar is a testimony to our complex history and tradition. Seeing it through the prism of only financial implications is erroneous. It is needless to mention how the practice has done a great service towards fostering lasting relationship between the people of Jammu and Kashmir divisions. The dynamic concept behind the move has been to help make strong the cultural contacts among various sections of the people of J&K. Besides JK is not the only exception to have two capital cities. Recently Andhra Pradesh has proposed to have three capital cities. Similarly there are other places which have a multi capital system in place. Capitals of any state or a country are not chosen whimsically. They are the nerve centres of any region which owing to their centrality, history and topography grow into centres of business, commerce and industry. So by any yardstick cities of Jammu and Srinagar are best suited for the job,” NC spokesman said in a statement. As the party now brandished itself as a greatest supporter of continuing the practice of Darbar Move, it has forgotten that seven years ago, its vice president- Omar Abdullah was the staunch opponent on this practise. It was on January 19, 2013 when Omar Abdullah as the Chief Minister took to twitter, declaring that time has come when the practise of Darbar move should be abolished forever. "Stop this escapism of running away at most problematic times -- stay in Srinagar during winter and Jammu in the summer to address problems," he posted on the micro-blogging site. He also said that "since the darbar move could be done away with, perhaps the time had come to seriously consider reversing the move". More than seven years later, the party seems to have changed its stance on the issue completely. It now states that having two capital cities affords to provide a sense of political empowerment to people of two regions. According to the party, it is a holistic model that relates to the pride to the people of Jammu and Kashmir. The practice, says the party now, also gives a sense of participation to people from different backgrounds working towards the overall development of two regions of J&K. |
