‘Erstwhile regimes didn’t conduct risk assessment surveys in J&K’ | | | Early Times Report
Jammu, May 13: The Jammu and Kashmir Administration will have to overhaul disaster management system of the Union Territory to the handle the situation which has arisen due to the outbreak of COVID-19. Sources told Early Times the erstwhile dispensations had not conducted any assessment of hazards, vulnerabilities and risks in J&K due to weak institutional structures of disaster management. They further said that there are many shortcomings in the government’s pre-disaster preparedness and management activities which can be gauged from the fact that there are no risk maps of over dozen multi-hazard districts, although the funds for the same were released by Centre under the Capacity Building grants. Although the State Disaster Response Force has been set up but no Standard Operating Procedures have been prescribed for deployment of force personnel, which defeat the very purpose of this. There is still shortage of manpower in State Disaster Response Force and those who are deployed on disaster duties are not connected to disaster relief or response, they said. They said that there is still lack of compulsory orientation and specialized training courses on disaster management to the force. “Specialists such as engineers, technicians, electricians, dog squads and medical/ paramedics are not available,” they said adding that in order to handle situation, there is dire need that the disaster management system of the UT should be strengthened to deal with any disaster, pandemic in coming future. |
