Exhibiting inefficiency, DSEJ fails to transfer teachers in last four years

JAMMU, May 18: The office of the Director School Education Jammu (DSEJ) has failed to perform a routine work of issuing transfer orders of teachers for the last around four years, signalling towards inefficiency or helplessness of officers at the helm of affairs to execute a routine work.
The teachers working in various districts of Jammu province informed Early Times that barring few influential teachers and masters, majority of the teaching fraternity in the School Education department has been awaiting for the last over two years for their transfers but the department concerned has failed to execute the same.
The last transfer orders of teachers were issued by CEO of a district in the year 2016, after which no such order was issued and even if some CEO attempted to issue genuine transfer orders, action was taken against the official, sources said.
“The teachers and master grade teaching faculty, who have been posted in their choicest locations, maximum of which are in urban localities have been happy with the DSEJ as they have been enjoying overstay in these schools”, a teacher said, adding that but on the other hand a large number of teaching faculty have been serving in hilly and far flung areas for the last over four years and have not been transferred as per the transfer policy of the government.
After stay of two years in the far flung areas, a teacher is eligible to get transferred to urban areas, while those serving in urban localities have to get transferred in rural areas after serving for maximum of three years in urban localities.
“In case of DSEJ, the influential teaching faculty members including some self-proclaimed leaders have been showing their gratitude to the DSEJ for various reasons but they never took up the issue of transfers of the teachers and masters in far flung areas”, a teacher said, adding that these influential teachers and the leaders were the beneficiaries of the inefficient administration, so they have been extending support without questioning its stance.
Sources in the department informed that the lobby of influential teachers and master grade teaching faculty have been pulling the strings in the DSEJ depriving the non-influential teachers from returning back to the urban areas.
“The Chief Education Officers of various districts had invited applications from the teaching faculty, who were willing to get transferred. When some CEOs had ordered transfers, same were reverted back by the administration, which speaks lot about the concentration of power in the department”, sources said, adding that the office of DSEJ has so far failed to effect transfers due to reasons best known to the authorities.
The LG led state administration must take cognizance of the matter and take action against the inefficient officials, who have been failed to even transfer teachers, which is a routine matter. “An inquiry must be initiated by the administration to ascertain the facts behind stalled transfer process in the School Education department. Who are the beneficiaries of stalled transfer process, should be investigated and action must be taken against all the involved officials in this exercise”, an official said.
