6 years on, Lift Irrigation Scheme Khiram continues to remain dysfunctional | Whopping 4 cr spent on scheme that didn’t function for a day’ | | SAAHIL SUHAIL

ANANTNAG, June 13: Despite spending a whopping amount of over rupees 4 Cr, the Lift Irrigation Scheme in Khiram (Khudpora) village of South Kashmir’s Anantnag district continues to remain non-functional. Villagers have now asked the authorities to expedite the process for making the scheme functional so that it can irrigate the designated area and prove somehow beneficial for the people. They said that the scheme was commissioned in 2013; however it didn’t function for a ‘single day’. “Engineers commissioned this scheme in 2013 but it never functioned. We have time and again requested authorities and concerned departments to make it functional but they aren’t giving any heed to our repeated pleas,” Mohd Yousf Bhat, a local resident told Early Times. He said that villagers have also requested the district administration to divert the community land compensation amount for procurement of machinery and additional pump set for the scheme. “Various roads under the PMGSY scheme were constructed in our village. Around 5 Cr rupees of community land compensation are lying with the authorities. We have passed several resolutions and asked authorities to do us a favor by using the same money for making these schemes fully functional,” he added. Showket Majeed, a local resident sought probe. “We want the government to probe this and bring out all details in public like the machinery they have used in the scheme,” he said, adding that the engineers have installed two pumps at first phase and four pumps at stage second. Locals said that the engineers have violated the basic principles of engineering while establishing these schemes. An engineer of the department also admitted that during his stay he has never seen it (Scheme) functional. “Yes it is true the scheme continues to remain non-functional. I have also appraised the department,” he said, however wished not to be named. Chief Engineer Irrigation and Flood Control Department wasn’t available for a comment. |
