Over 40 officers of J&K Police Service to be inducted into IPS cadre

Jammu, June 21: Good news pouring in soon for the officers of Jammu and Kashmir Police as the much awaited demand of their induction into Indian Police Service cadre soon going to get wings with Union Ministry of Home Affairs approving induction of 41 officers, the decision on which will be taken in days.
Pertinent to mention here that there is lot of resentment among the local officers as a number of them were working as SSPs even after two decades of service or more and they have alleged stagnation over promotion into the department.
However, the creation of Union Territory from State after abrogation of Article 370 on August 5, 2019, surely be bringing some smiles to these officers awaiting their induction into IPS cadre.
Highly placed sources in the government here told UNI that 41 officers of JKPS will be inducted into IPS cadre comprising 28 promotee officers (Sub Inspector batch 1979 and 1982) and 13 of 1999 direct JKPS officers.
Sources further said that the names of 28 officers are finalised in the first list and submitted to the MHA while the 13 other names are to be cleared in the DPC to be held in days before forwarding to the MHA for final nod.
"Eight to 12 promotee officers, in view of their eligibility conditions, are likely to be considered for induction and remaining posts will go to 1999 JKPS Batch officers," sources added.
“Those retired or retiring will be promoted as Deputy Inspectors of General and elevated to the grade once inducted into IPS,” they said and added that remaining 20 will be posted accordingly after elevation.
Sources further said that four-member Departmental Promotional Committee (DPC) headed by the J&K Chief Secretary is likely to meet in days to clear the 13 names eligible for induction.
The names of two officers of 1998 batch and 20 of 1999 batch are in the pipeline for their induction once the MHA gives the clearance, sources asserted.
Sources further said that Annual Performance Report (APR) will also be reviewed at the time of DPC and added, "in a recent letter dashed to the J&K Administration by the MHA on June 18, 2020, it was referred to Government of J&K that the authorised promotion quota of J&K Cadre of IPS as on 01.01.2014 was 147 out of which 80 are the direct recruitment posts and 44 promotion posts (by taking 33 percent of promotion quota)."
A total of 28 vacancies, for the year 2010 (08), 2011 (03), 2012 (08) and 2013 (09) have already been determined by MHA while the vacancy determination for the year 2017 (01), 2018 (07) and 2019 (05) are to be referred for appointment by promotion of J&K Police Service Officers to the J&K Cadre of Indian Police Service.
“In terms of the provision in Rule 4 (2) of the IPS Recruitment Rules, 1954 read with Regulation 5(1) of IPS (Appointment by Promotion) Regulations, 1955, nil vacancies are determined for the Select List of the Year 2014, 2015 and 2016,” it read.
Pertinent to mention here that the last induction of KPS officers into IPS was conducted in 2014 and the seats were filled up to 2009. However, since then the inductions could not take place due to litigations which delayed publication of the seniority list of the JKPS officers.
“The MHA has already set the process in motion and to begin with the induction and approved accounting for 41 posts,” sources added.
Earlier, the inductions from 2014 to 2020 was kept pending for the time being as the Department of Personnel and Training (DoPT) has changed induction ratio of Jammu and Kashmir from 50:50 to 67:33 after the erstwhile state was downgraded as a Union Territory on August 5 last year, sources said
“There is a shortage of DIG level officers in the Union Territory and a few officers in the rank of DIG were holding charges of two zones,” sources said and added that once the induction process of KPS officers into IPS is over, it will lead to their promotion as DIGs especially those who have completed mandatory service for the post of DIG and taking into account available posts which will overcome the shortage in the rank of DIGs.
