Srinagar, Jammu secretariats to function simultaneously: Rationalization of posts on cards | | | Early Times Report
Jammu, June 21: Government’s decision to make the civil secretariat functional in both capital cities Jammu and Srinagar simultaneously has led to requirement for the rationalization of various posts of gazetted as well as non-gazetted cadre in the civil secretariat. According to the government decision of 17 June, 2020, regarding the annual Darbar move of offices from Jammu to Srinagar for summer session 2020, a total of 19 government departments have been ordered to primarily function from Srinagar along with heads as well as records, whereas a total of 18 offices have been ordered to function from Jammu. After the decision of the government, sources in the civil secretariat informed Early Times that a need for rationalization of various posts of gazetted as well as non-gazetted cadre has been felt. “As per the present staff strength of various cadre in the civil secretariat, maximum of the staff is from Kashmir, while a minimum of the staff is from Jammu”, sources said, adding that as per the directions of government the Kashmir based employees have already shifted to the Valley. Sources said that as the number of employees from Jammu was less in number as compared to Kashmir counterparts, so the Jammu based offices were also finding shortage of staff of various cadres. “For example in an office stationed in Jammu, maximum of the Head Assistants were from Kashmir, so they have shifted to valley but in Jammu office there will be shortage of Head Assistants, so the government would have to shift Head assistants from other departments to Jammu based office for proper functioning”, sources said. They further informed that similarly there were many offices, where the employees of particular cadre were not available in Jammu based offices due to less representation of Jammu based employees in the civil secretariat, so the rationalization of employees would be shortly done by the government. Sources further said that if the government would decide to adopt such a type of administration permanently, then the Jammu based offices would have to recruit more employees as Jammu employees comprised less than half of the total strength of the employees in the civil secretariat. |
