Jal Shakti Deptt fails to furnish appraisal reports to HRM wing | | | Early Times Report
Jammu, Aug 18: The Jal Shakti Department in Jammu has allegedly failed to furnish mandatory appraisal reports to the Human Resource Management wing of the department for evaluating the performance of its staff. Sources told Early Times that the department has literally shown “non seriousness” in terms of submission of appraisal reports to HRM. These reports have to be furnished annually. This has made the evaluation of performances of the employees difficult. They further said that from top to bottom no one in the department complied followed the norms. “Gazetted staff including Chief Engineers, Superintending Engineers, Executive Engineers, Assistant Executive Engineers and Assistant Engineers who were required to furnish appraisal reports annually to the HRM did not submit the same on regular basis. Moreover, in some divisions appraisal reports were not obtained from the field staff and in respect of ministerial staff these were obtained at the time of constitution of DPCs only,” they informed. They further said that in absence of the regular appraisal reports, the HRM wing was unable to assess performance of employees and provide them appropriate feedback and guidance for correcting the deficiencies in a timely manner. Besides, it has also been observed that the department has not been maintaining leave accounts properly. “As per Rule 16 of J&K Civil Service Leave Rules 1979 envisages that leave accounts are required to be maintained for each government servant by the Head of the Office. The leave accounts not being maintained properly has dented the J&K’s exchequer as more manpower has been employed to do so and they are getting their salaries for the work which they were not supposed to do,” they added. |
