CMO Poonch denies information to RTI applicant

Jammu, Aug 20: The Chief Medical Office (CMO) Poonch has repeatedly denied information to a RTI applicant for the last many months while directions given by the First Appellate Authority (FAA) have also made no difference.
According to the documents available with Early Times, the RTI applicant Hardev Singh had filed an application before Chief Medical Office Poonch seeking information to find out an alleged irregularity in the selection of 25 Class-IV employees in district Poonch.
The applicant had sought information about the copy of notification number 83/NG/2013 dated 05/02/2013 issued by CMO Poonch. The applicant had also sought a copy of certificates including Class 10th and 12th mark sheets of the candidates, who had been shortlisted for the post of class-IV. “Photocopy of the shortlisted candidates in the ratio of 1:10, names of Selection Committee members who conducted the interviews, photocopy of names of the selected candidates for the Class-IV posts from Serial number 1 to 25 along with their Class 10th and Class 12th marks sheets”, it reads.
The information was sought by the applicant after they alleged irregularities in the selection process made by the then CMO, who had allegedly selected some blue-eyed candidates while ignoring the meritorious candidates clandestinely. The RTI was filed in the month of November 2019 but the CMO had not provided the information, after which the applicant had filed first appeal before the First Appellate Authority (FAA) who is Deputy Director Health Jammu. The FAA on 20/5/2020 sent a communiqué to CMO Poonch directing him to furnish the information sought by the applicant as per RTI application. A copy of the RTI application was also forwarded by the FAA but the CMO didn’t provide the relevant information compelling the FAA to send a reminder to CMO on 2/6/2020 to furnish information but all in vain.
The FAA on 10/6/2020 sent the first Reminder to CMO vide order number DHSJ/Ist Appeal/3532-33 in which it mentioned about the earlier letter forwarded to CMO, directing him to furnish information. It reads, “…..on 2/6/2020 the FAA has directed you to provide relevant information to the appellant under rules within a period of ten days and for facility of disposal copy of First Appeal was enclosed with the letter. Now you are hereby directed to report whether or not the requisite information has been dispatched to the information seeker/appellant and if not the reasons thereof may be communicated.”
According to the applicant despite repeated directions from the FAA the office of CMO Poonch didn’t furnish the information, which has been authenticating the apprehensions of meritorious candidates that the selection list was fraught with irregularities and several retired officials as well as those working in the department would be penalized due to which the information has not been furnished under pressure from those involved in these irregularities. CMO Poonch Gulam Mustafa Malik was not available for comments as the incoming call facility to his official number was not available.
