No ration cards leave deserving families in lurch

Jammu, Aug 29: The Department of Food, Civil Supplies & Consumer Affairs not issuing new ration cards to the deserving people has deprived many families from the benefits of several social welfare schemes.
According to the sources, the department has not been entertaining the applications to make new ration cards for the past two years.
“For the last couple of years the department is not entertaining applications of even the eligible people for the new ration cards. In these last few years the family structures have changed. One family has been bifurcated into several families but on papers they are still one family”, a citizen said, adding that the department has not bifurcated the ration cards, thus depriving the people from the benefits of several schemes.
“Even few families have not been getting the ration as per their present status as the food grains are provided as per previous criteria. In some cases the Tehsil Supply Officer (TSO) gives an affidavit on which the ration is given but this affidavit is not the ration-card”, a family said, adding that a large number of people have been deprived of the benefits of free ration sanctioned by the Union Government during the Corona pandemic.
Another applicant said, “To get reservation under Economically Weaker Section (EWS) criteria, one has to get the EWS certificate. To get EWS certificate, one has to get report from revenue officials, who seek ration-card.
If the applicant fails to provide a separate ration card, then he is counted as member of his father’s family, who might be a government employee.
One eligibility condition for making EWS certificate is that the roof area of the applicant’s house should not be more than 1000 square feet in rural areas. The EWS certificate is accorded to the head of the family as per ration card so the new families are not included in this category”, another person said.
Another applicant said that to get benefit of some other schemes such as Prime Minister Awas Yojna, the revenue authorities also demand ration card but due to delay in bifurcation of families in the ration cards, same is denied. “The department should streamline the process of making new ration cards, so that the eligible get the benefits of all social welfare schemes,” he added.
Secretary to Government Department of Department of Food, Civil Supplies and Consumer Affairs Simrandeep Singh said that the department has not stopped making new ration cards but these are subject to district wise ceiling under 2011 census.
He further said that as per Union Government norms the ration card cannot not be taken as criteria for giving benefit of any government scheme and it could not be taken as proof of address.
Asked about the EWS certificate and ration cards sought by revenue authorities, Singh said that it was wrong to ask for ration cards and it should be independent verification.
He assured that he would look into the matter and ask revenue authorities to come up with a clarification.
