Will B2V programme again prove a flop show?

POONCH, Sep 14: The Jammu and Kashmir government's much hyped Back to Village (B2V) programme will again be rolled out from October 2 with the aim of giving a boost to the developmental issues of the rural areas across the Union Territory but there are apprehensions that like previous such programmes this one will also prove to be a dud and meet the same fate.
While two previous attempts of the government did not yield the desired results despite incurring huge amount on organizing these programmes, several panchayat representatives from various blocks of district Poonch apprehend that the forthcoming event will also prove to be a flop show.
"It takes lots of funds in organizing such programmes which put extra burden on the state exchequer. The past experience of B2V programmes have proved that the objectives behind this programme have totally been defeated and very slight developmental activities were taken up as assured during the previous occasions," they said.
"Most of the time, the issues remain unaddressed and the concerned departments have reportedly attributed the failure of such programmes due to the scarcity of funds," they added.
The panchayats representatives while strongly expressing their resentment said that the government has betrayed and overlooked the villages. "The demands and issues raised in previous programmes are still unaddressed. Government should first ensure availability of funds and completion of previous works which were highlighted in past programmes and only then it should organize new programme otherwise it would again prove to be a damp squib," they said, adding that the officers of different departments come to the villages only when B2V is going on but after that they are hardly visible on ground.
"Only listening to the grievances of the villagers and not readdressing them has no purpose. The official machinery should take up personal visits of the rural areas on regular basis for firsthand accounts," the Panchayat members said.
"They remain confined to only one office and hear the problems of the villagers, which ultimately remain unaddressed," they said. They requested the LG to direct the officials to address the previous issues and only then go for a new programme.
