People rue absence of senior officials during B2V programme

JAMMU, Oct 6: Much to the disappointment of people of Golia Panchayat of block Kahara in Doda District, the senior officials failed to report in much hyped Back to Village-3 (B2V3) Phase 2nd as a result of which the angry people lodged a strong protest before one of the visiting officers.
As per the details available with Early Times, the angry people slammed the government and the administration for their failure in deputing the senior government functionaries so that the problems faced by the inhabitants of Panchayat Golia could be listened to and acted upon.
The locals while slamming the government and local administration said that only Class-IV class employees from departments of PHE, PDD, PMGSY and others were visible during the much hyped programme. The people said that they are facing problems on account of non-availability of PHE pipes, damaged water supply schemes and added that these issues are beyond the control of the HR worker who is representing the department in today’s B2V meeting. They said that similar is the problem faced by the people with regard to non-availability of electric poles and poor condition of the electricity distribution system in the panchayat but a PDD lineman cannot address these issues.
The people told the Early Times that the departments even didn’t bother to depute Junior Engineers level officials to listen to their grievances.
The people also rued the poor execution of road construction work going on in the area, adding that the road construction is not as per the specification. They also alleged that the sub-standard black topping of the roads is being executed within the Panchayat.
The people said that they left their important agricultural works for ensuring participating in the meeting so that they could put forward their demands and issues before the visiting officer as well as before the senior officials but to their disappointment no one was there.
The people also slammed the functioning of RDD department and accused the officials of corruption in terms of distribution and withdrawal of the MGNREGA material, the amount of which goes into the kitty of RDD officials and vendor nexus.An elderly man informed the visiting officer that he has not been paid a single penny for construction of breast-wall, adding that the officials informed him that the work executed by him was not part of the sanctioned plan.“Why I was first told to construct the wall by the RDD officials,” the elderly men pleaded.The people demanded an in-depth probe into the withdrawal of MGNREGA material payments in Panchayat Golia, adding that those at the helm of the affairs turned millionaire while the poor people were left in lurch.
They also castigated the government for its failure in fulfilling the promises made with them during earlier two versions of Back to Village, adding that the problems and issues raised by them on previous occasions are yet to be addressed.
The people told the Early Times that the officials of different departments are focusing only at those Panchayats where senior IAS or KAS officers are visiting while rest of the programme is only a show off.
