Jammu, Nov 20: Series of stories by Early Times regarding stalled regularisation of engineers for decades have finally brought relief for the fraternity, as the government has issued a notification for regularisation of all engineers’ cadres. The members of engineers’ fraternity who approached this newspaper, when no one was listening to them, acknowledged the contribution of Early Times as the government itself admitted that regularisation of engineers above the rank of executive engineers was pending for decades. “In continuation to this department letter no. PW(R&B)/HRM/03/2019 dated 17/11/2020.The department is intending to go for the process of long pending regularization of various engineers on war footing basis. Therefore, all the engineers from I/c Assistant Engineer upto I/c Chief Engineer, Civil/Mechanical are requested to provide their relevant details from the initial appointment upto current posting for the purpose of vigilance clearance, work conduct and integrity to be obtained from the respective Department/HoDs”, Govt circular no NO. PW(R&B)/HRM/Misc/2020 dated 18/11/2020 read The circular further added that the list of all these engineers in the form of soft copy has been shared concerning CEs. “The said details will also be shared in the soft copy form on the already in given formats along with the latest Vigilance clearance, if any, availabl in respect of Engineer/officer. The list is being shared with Managing Director, JKPCC, Chief Engineer, R&B Department, Jammu, Chief Engineer, R&B Department, Kashmir, Chief Engineer, PMGSY, Jammu, Chief Engineer, PMGSY, Kashmir Chief Engineer, MED and Jammu and Chief Engineer, MED, Kashmir”, the circular added. It further added, “The staff deputed to other various departments/organization viz: RDD, ERA, Tourism, Housing and Urban Development, School Education, Animal Sheep Husbandry, Jal Shakti etc be submitted by the Chief Engineer PW(R&B) Jammu and Kashmir and Chief Engineer, Mechanical Engineering Department, Jammu and Kashmir respectively. The information be submitted in the soft copy within seven days positively”, the circular signed by Shahid Mehmood Additional Secretary to the Government. The government has also established a special cell comprising three officials, where engineers can contact for queries. It is pertinent to mention here that since 2017 early times has at least four stories of delay in regularisation of engineers’ services after the post of assistant executive engineer (AEE). The engineer wishing not to be named told Early Times that the government should incorporate the name of engineers who retire post April 2017, working as XEn, SEs and CEs as the incumbents, they had also given their entire life to the department but their denied justice by the successive governments. |
