Assembly Secretary gives damn to Committee report set up to look into service matters | Employees’ ultimate sufferers with promotion being denied to them | | Jehangir Rashid

SRINAGAR, Nov 20: For the past three months or so a report submitted by a committee formed to look into the issue of fixation vis-à-vis seniority of the employees in the Jammu & Kashmir Assembly Secretariat is gathering dust in the office of Secretary of the Assembly. Sources told Early Times that seniority in the respective class/cadre of the employees in the assembly secretariat has gone topsy-turvy and most importantly promotion of 70 odd employees to next higher level is pending since the last one and half years. They said that there is a virtual stagnation with the promotion being denied to the employees. “A report of the committee is gathering dust for the last three months or so in the office of the Secretary Legislative Assembly. Barely two months after taking charge the incumbent Secretary ordered for the issuance of seniority list of both Gazetted and Non-Gazetted employees of the secretariat,” said sources. Sources said the seniority list is available on the daily website of the assembly secretariat since 2015. They said the secretariat issued two seniority lists one in respect of Gazetted officers and other of Non-Gazetted employees vide Order No. LA-173-174/Adm/2020 dated 17-1-2020 and Order No. LA-175-176/Adm/2020 dated 17-1-2020 respectively, seeking objections from the concerned employees within three week's time. “Thirty odd representations were received from aggrieved employees. Among them was an Under Secretary level officer who was placed among lower cadre employees in the seniority list purely on grounds of vengeance and vendetta despite the fact that he has worked in the executive cadre all through his service career with full dedication and sincerity,” said sources. Sources said that a departmental committee was constituted vide order No.LA-362-69/Adm/2020 dated 10-2-2020 with the direction to submit its report within two months. The Committee headed by additional secretary resorted to dilly dallying with regards to the submission of its report and the same continued for six months. “Eventually seeing the growing resentment among the employees, the committee submitted its weakly worded report on 24-8-2020 with a dozen of recommendations and placed it before the secretary legislative assembly for approval. Till date the secretary has not approved the report for unknown reasons,” said sources. Sources said that the Secretary seems to be least bothered despite the fact that the employees are facing multiple issues with regard to fixation of their seniority in respective class/cadre. They said that most importantly promotion of 70 odd employees to the next higher level is pending for the last one and half years. |
