SRINAGAR, Dec 17: The Grants-in-Aid to Union Territory Jammu and Kashmir from the Central Government has increased to a large extent with Comptroller and Auditor General (CAG) report issued recently stating that J&K government was dependent on Grants-in-Aid from Gol to the extent of 47 per cent of Revenue Receipts during 2017-18.
The reports about Grants-in-Aid from the Central Government could always be found in the local dailies here while the CAG report, a copy of which lies with ‘early times’ reads that Rs 22, 702 crore have been given to Jammu and Kashmir by the Government of India in the financial year 2017-18.
“The Gol had operated new Sub-Major Heads under Major Head-1601 Grants-in-Aid (GIA) for providing GIA to States during 2017-18 and discontinued Plan and Non-Plan classification,” the report said. “The Grants-in-Aid received from the Union Government increased from Rs 13,843 crore during 2013-14 to Rs 22.702 crore during 2017-18 in absolute terms. As a percentage of Revenue Receipts, Grants-in-Aid increased from 51 per cent to 56 per cent during 2013-14 to 2014-15, and decreased to 47 per cent in 2017-18 from 49 per cent in 2016-17,” it said.
“The Grants-in-Aid increased by 2,104 crore from20,598 crore in 2016-17 to 2,702 crore in 2017-18. The trend indicates that the State Government is dependent on Grants-in-Aid from Gol to the extent of 47 per cent of Revenue Receipts during 2017-18,” it added.
The report mentioned the increasing trend of Grants-in-Aid, stating that in the financial year 201-14, the GoI granted Rs 13,843 crores as Grant-in-Aid, adding that in the financial year 2014-15, a total of Rs 16,150 crores were given to J&K as GIA.
It added that in 2015-16, a total of Rs 16,728 crores were given to J&K as GIA while in 2016-17, a total of Rs 20,598 were given to J&K.
The amount as GIA got increased in the financial year 2017-18 as Rs 22,702 crore were received by the then Jammu and Kashmir State as Grant-in-Aid.
