Forest Deptt overlooks NAP guidelines
No training, CBMs conducted for better implementation of schemes

JAMMU, Dec 18: The Forest Department has allegedly overlooked the guidelines of National Afforestation Programme (NAP) by not conducting mandatory training and Capacity Building Measures (CBMs) for its staff to ensure proper implementation of schemes under the programme despite having adequate funds.
Sources told Early Times that the National Afforestation Programme is a Central Sponsored Scheme with an aim for better preservation and enhancing of forest cover in the state.
“As per National Afforestation Programme guidelines, which aim to provide training to the members of the Forest Development Agencies, Village Forest Committees to enhance their capacity by organising linkages with the programmes/ schemes of other Departments/ organisations in the public and private sector so as to further the objectives of the NAP,” they said.
They further said that under these training programmes, the special focus was to be given on the needs of the marginalized groups of the village community, the tribal groups and traditional forest-based artisans.
“In order to realize the purpose, a one-time fixed grant upto five per cent of the cost of plantation and Rs 10 lakh for Forest Development Agency FDA, was to be provided for training and capacity building measures,” they informed.
Astonishingly, it was observed that no such provisions were made around in dozen Forest Development Agencies and consequently, no training and capacity building amongst the persons who were engaged with the implementation of the National Afforestation was undertaken, they said.
They further said that lack of adequate staff with the State Forest Development Agency SFDA has resulted in non-conducting of training and capacity building measures despite having provision of funds in the shape of one-time fixed grant for providing training and capacity building measures.
