PMGSY scheme in jeopardy, many districts san DRRP in J&K | | | EARLY TIMES REPORT
JAMMU, Dec 27: There are several districts in the Union Territory of Jammu and Kashmir, which have been executing road projects under Pradhan Mantri Gram Sadak Yojana (PMGSY) without having mandatory District Rural Road Plan (DRRP). As per PMGSY guidelines, all the road projects in a district have to be executed as per proposed road network systems, which is further mentioned in the District Rural Road Plan but it has been observed that many districts have been working without DRRP and there are many districts which have DRRP but have not got it approved from the concerned authority. Sources informed Early Times that DRRP is required to clearly identify the proposed roads for connecting the unconnected habitations with all-weather roads in an economic and efficient manner and is prepared at Block and District level. The plans of all the blocks in a District after approval of the respective intermediate Panchayat are to be integrated into the DRRP. They further said that DRRP is placed before the District Rural Development Agency for consideration and approval and then it is to be submitted to the Nodal department/ Jammu and Kashmir State Rural Road Development Agency for approval of the State Level Standing Committee. “The approved District Rural Road Plans received from the respective district form the basis for selection of road works under the PMGSY,” they said further adding that contrary to the guidelines, many districts including Rajouri, Udhampur, Jammu, Baramulla, Ganderbal etc have not prepared DRRP and some districts including Ramban, Anantnag and Kupwara though have prepared DRRP but it has been found that no approval was sought from Panchayat, District Panchayats or DRDA and SLSC. |
