Discrepancies in implementation, several find their names missing, unable to register for scheme | AB-PMJAY scheme for JK residents | | EARLY TIMES REPORT
JAMMU, Dec 27: Though the recently launched Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) SEHAT scheme, providing Rs. 5 Lakh annual health insurance cover, has been widely appreciated but implementation is fraught with discrepancies as several members of same families have not been found their names, making them unable to register for the scheme. Following the formal launch of the scheme by Prime Minister Narendra Modi had on December 26, hundreds of people started registering themselves to avail the benefit of scheme but there are several discrepancies in the online records, making the residents unable to get them registered. The families, who had visited the private registration centre informed Early Times that for registration, the cyber operators demanded Aadhar as well as Ration card, on which the names of all family members should be uploaded. “The registering centre owners asked for updated Ration cards, issued by CAPD department. Many people have not got the new registration cards and all of these families without latest ration cards cannot register for scheme”, an individual said, adding that even the ration cards have been made as per 2011 census and new members could not be included in the ration cards and they would also be unable to avail benefit. Moreover, in the last nine years, many new members have been added up into the families but same have not been added up into the new ration cares, denying them the benefit of the scheme. “On one hand it is being claimed that all the families would get the benefit but a large section will be automatically denied the benefit as they have not been included in the ration cards”, sources said. Another local said that though he had a separate ration cards on his name along with his wife and two children. “All my brothers have their records available on the portal and they have registered themselves but the cyber operator maintained that records are not available, so refuse to register for scheme”, the local said. Some other members said that the cyber-operators asked for Aadhar number but in few cases, the Aadhar number could not be authenticated. “When my Aadhar card was made, I was eight years old and now I am 14 years old and when I went for registration under the same, my Aadhar card details were not verified as the finger prints didn’t matched despite repeated attempts”, a youngster said, adding that the operator asked to contact the Aadhar authorities for updating the Aadhar card, after which the registration could be possible. Another member said that he had got himself registered for the same in the month of October and had got a registration slip but after lapse of over two months, he had not got any Golden Card or Health Insurance card. “Without Health card, we don’t know, if someone will be able to avail the benefit of scheme or not. Moreover it is still unknown as when the cards will be given to the registered beneficiaries”, a local said. An official of Health department pleading anonymity said that a committee has been constituted for those people whose names didn’t figured in the updated data of the department. “The committee will look into the grievances and with the help of concerned Panchayat as well as Revenue representatives, uploaded the genuine data and the scheme benefit would be extended to left out families”, the official said. Pertinently, the Lieutenant Governor MK Sinha on September 12 had announced Jammu and Kashmir Health Scheme, which was intended to provide universal health insurance cover to all residents, in conjunction with Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, at the likely cost of Rs 123 Crores. The scheme is aimed at providing health insurance cover free of cost to all those residents of Jammu and Kashmir, who are presently not covered under AB-PMJAY or Ayushman Bharat Pradhan Mantri Jan Arogya Yojana. The scheme would also include employees and retirees from government services of J&K and their families, while the scheme will have the same benefits as available under AB-PMJAY with an annual health insurance cover of Rs. 5 lakh per family on a floater basis. The life consuming diseases such as cancer, kidney failure and Covid-19 are also covered under the scheme. All high-end treatments of oncology, cardiology and nephrology will be covered from day one while the high-end diagnostic treatments during hospitalization will also be covered. |
