JAMMU, Jan 4: Despite repeated review meetings and directions issued by the officials of Union government to expedite the process of digitization of land records, the Jammu and Kashmir Union Territory remained among the worst performers in the implementation of Digitization of Land Records programme. On three main components of the programme the computerization of land record, survey/re-survey and computerization of registration, the performance remained dismal, inviting criticism from the Union Ministry, whose official has recently taken a meeting with the officials of Revenue and other concerned departments. The Digitalization of Digital India Land Records Modernization Programme is the scheme of the Department of Land Resources of the Union Ministry of Rural Development and as per latest details, Jammu and Kashmir has a total of 6850 revenue villages. In the component Computerization of Land Records, only one village has been completed which accounts for only 0.01 percent, while the process is undergoing in 214 villages, while it is still not started in 6635 villages out of the total villages. In the same component the neighbouring state of Himachal Pradesh has secured over 98 percent of the performance. Moreover, in the component status of Map-digitization, the JK has performed well as compared to other indicators with the digitization of 1805 cadastral maps out of the total 1876 maps with a percentage of over 96 percent. In setting up of Modern-record rooms' component, in the total tehsils of Jammu and Kashmir, only four record rooms were sanctioned but as per records, not even a single one has been completed. In the component physical progress of Survey-Resurvey, no figures have been uploaded so far, while in the component Computerization of registration, the UT has shown dismal performance. Pertinently, in view of the slow progress on part of UT administration about the programme, an official from the Union government took a review meeting with the officers from UT administration. During the meeting he had stressed upon the officers to follow all the mechanisms of digitization of land records as per norms issued by Union government. Emphasizing upon the role of DILRMP, the Union representative had said that the aim of the DILRMP is to usher a system of updated land records, automated mutation, integration between textual and spatial records, interconnectivity between revenue and registration and to replace the present deeds registration and presumptive title system. |
