The Jammu and Kashmir administration relaxing transfer rules for its employees and asking the departments to act as per the need and requirement is a significant development.
In the erstwhile political regimes there were many instances where the employees were not transferred for years together due to them enjoying political patronage and close proximity with the people who used to call the shots. But now, the time has changed, Jammu and Kashmir has turned into a union territory and it’s no more a state. The rules of the game are changing and so is the situation.
Since August 5, 2019, when the Centre abrogated J&K’s special status and bifurcated it into two union territories, many things have changed at the ground level. These changes have occurred at a very fast pace.
The administration led by Lieutenant Governor Manoj Sinha has taken many steps during the past few months to overhaul the system that has been facing one or other deficiency due to one or other reason.
Employees overstaying at their places of postings has always been a major issue. Ones who were close to their bosses have stayed in one office for even a decade. In a literal sense such employees have been calling the shots and managing the shows. Many of them have not even seen how the rural area looks like, they have remained posted in cities close to their homes.
Now, this culture is all set to change as the government has relaxed the transfer policy. No employee can claim that it’s his right to stay at a particular place of posting for a fixed tenure. Such administrative reforms can go a long way in improving the work culture in the government offices. The employees who till the recent past used to believe that they are invincible have been made accountable since J&K’s transition into a union territory.
The government amending service rules—due to virtue of which any employee who has completed 22-years of service or has attained the age of 48-years can be retired—employees have become cautious and are no more taking their jobs for granted. They have realized that if they don’t respond to the situation they can end up losing their jobs. This realization has helped a common man to a great extent as employees want to finish their work without any delay. They don’t want to remain under scanner and want to avoid any controversies.
