RDD grappling with shortage of staff for effective implementation of NREGA scheme | | | Early Times Report
Jammu, Jan 10: Rural Development Department has reportedly been facing shortage of staff in the implementation of Mahatma Gandhi National Rural Employment Guarantee Scheme in Jammu and Kashmir. Around 20 percent of shortage of the staff in different categories has been observed, which affected the proper implementation of National Rural Employment Guarantee Act (NREGA) which was notified by the Government of India in 2005 with the objective of enhancing livelihood security in rural areas by providing at least 100 days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual labour. Sources in the department told Early Times that as per National Rural Employment Guarantee Act makes it mandatory for the Government to make available to the District Programme Coordinator and the Programme Officer necessary staff and technical support for effective implementation of the programme. “The programme guidelines also provide for imparting training to field staff at block and Gram Panchayats. But it has been observed that against the sanctioned requirement there was an overall shortage of 20 per cent staff. Further, against the target of conducting training for the staff, there was an overall shortfall of 18 per cent. Moreover, no training calendars/ modules were prepared by the department for imparting training to staff and others,” they said. The department had claimed that the training is a regular feature and no targets are fixed. The staff of MGNREGA is provided the training, whenever new components of the scheme are introduced by organising awareness camps. |
