RDD keeps aside VWSCs in formulation of WSS plans | | | EARLY TIMES REPORT
JAMMU, Feb 18: The Rural Development Department (RDD) has allegedly kept Village Water and Sanitation Committee (VWSCs) aside in formulation of plans regarding implementation of various Water Supply Schemes at panchayat level under National Rural Drinking Water Programme (NRDWP). Sources told Early Times that in order to implement water supply schemes, it was made mandatory to formulate Gram Panchayat Water and Sanitation Committee (GPWSC)/ Village Water and Sanitation Committee (VWSC), which has to be regarded as a Standing Committee/ Sub-Committee in each Gram Panchayat. They further said that the main objective of these Committees at different panchayat levels was making plans, monitoring, implementation and operation and maintenance of the Water Supply Schemes (WSSs) to ensure active participation of the villagers. It is pertinent to mention here that these Committees were to be merged with the Village Sanitation Health and Nutrition Committee set up under National Rural Health Mission, so that water, sanitation and health issues are tackled together at the village level. Astonishingly, Village Water and Sanitation Committees were formulated in the year of 2013 but they were not involved in formulation of plans, thus defeating the main purpose of their constitution. As per sources, it has been observed that the department has always shown laxity in this connection on one pretext and the other. |
