SRINAGAR, Mar 11: Highly qualified and educated but unemployed youth of the union territory of Jammu & Kashmir are all set to become need based employees and the ball in this regard has already been set rolling in the Kashmir valley.
The Higher Education department through the Directorate of Colleges has decided to introduce need based academic arrangement of lecturers/librarians/physical training instructors (PTIs) and teaching assistants in the colleges of the Kashmir valley. The process has already with March 24 being the last date for submitting the applications.
“Applications along with Challan Based Payment of Rs. 100/- (Non Refundable) is invited by Nodal Principal Kashmir Division Colleges (GCW M.A Road Srinagar) from the eligible candidates for engagement as lecturers/librarians/ PTIs and Teaching Assistants purely on need based academic arrangement in Government Degree Colleges of Kashmir Division,” reads the notice issued by Prof Yasmeen Ashai Nodal Officer/Principal Government College for Women, M A Road Srinagar.
In the notice it has been mentioned that such arrangement would not be applicable for constituent colleges of Cluster University Srinagar such as Amar Singh College, Srinagar, Government Degree College for Women, M A Road Srinagar, Sri Pratap College Srinagar, Government College of Education, Srinagar and Government Degree College, Bemina-Srinagar. It has been written that the arrangement would be for the academic session of 2021.
The issuance of the notice means that highly educated youth having qualifications like Doctor of Philosophy (PhD), Master of Philosophy (M Phil), National Eligibility Test (NET) and State Level Eligibility Test (SLET) along with post graduation would have to be at the beck and call as well as mercy of college authorities so as to deliver a simple lecture in the government colleges of Kashmir valley.
“In the past the Higher Education department would invite applications from the eligible candidates for the contractual posts of lecturers, teaching assistants, librarians and physical training instructors. There was nothing like need based academic arrangement in the past and it has been introduced of late by the department concerned,” said a group of educated youth while sharing views with Early Times.
This group of educated youth said that the Higher Education department is adding insult to the injury of the qualified youth adding that the higher ups are also rubbing salt to the wounds to the youth who have burnt midnight oil in order to attain higher degrees. They demanded that the department should roll back and revert to the old way of appointing the qualified youth on contractual basis.
As many as 57 subjects have been enlisted for appointment of need based lecturers, teaching assistants, librarians and physical training instructors in Kashmir. Some of the novel subjects like Disaster Management, Human Genetics, Fashion Technology, Hospitality & Catering, Industrial Chemistry and Paramedical have been enlisted along with the traditional subjects.
