Empowerment of Panchayati Raj institutions still a difficult task | Distribution of powers between DDCs, BDCs, role and duties of members yet to be finalized | | EARLY TIMES REPORT
JAMMU, Mar 13: Though the Lieutenant Governor’s administration has been making efforts to empower the Panchayati Raj Institutions (PRIs) in Jammu and Kashmir but distribution of powers between District Development Councils (DDCs) and Block Development Councils (BDCs) while roles and jurisdiction of the members of all three tiers is yet to be finalized, which would ultimately pave the way for empowerment. The newly elected DDC members had raised their objections to various issues including protocol, following which an elected body of Panchayat Raj institutions Panchayat Conference led by Anil Sharma castigated the activities of DDC members and asserted that the DDC members should have speak about the problems being faced by masses rather than speaking for their own emoluments and protocol. The other unit Panchayat Conference led by Shafiq Mir has written to the Lieutenant Governor for empowerment of first two tiers of Panchayti Raj institutions rather than only strengthening the third tier, which is a political tier. However according to sources, proper distribution of powers between the three tiers of panchayati raj institutions as well as jurisdiction of the members were the cardinal point to resolve the issues. “The Panches and Sarpanches, which constitutes first tier, is directly elected by people, while the second tier of Block Development Council (BDC) are elected by Panches and Sarpanches. However the third tier DDCs are directly elected by people, which have no direct link with two tiers”, a leader said, adding that direct elections to DDCs was against the spirit of 73rd amendment. Sources further said that there were many areas, where under one Block Development Council (BDCs), there were two members of DDCs, while in some areas there are two BDCs, under one DDCs and it appears to be problematic in proper distribution of powers. “Let us assume that a Sarpanch will forward a proposal of road. When the proposal will come before BDCs, the BDC members would uphold the same as they represent Panches and Sarpanches but when the same is forwarded to DDCs, the same can reject the same as the DDC members have their own constituency. So far there is no separation of powers, roles, duties of the members of different tiers, which is to be resolved by administration”, the sources said. Sources further disclosed that the DDCs have been demanding their representation in District Planning Boards but there was still confusion as to whether BDC members would be part of Planning Boards or not as without being members of Planning Boards, the plans of BDCs and Sarpanches would not easily pass. “We had spent funds according to the funds sanctioned under 14th Finance Commission and we had formulated development proposals for 15th Finance Commission as per past practice but recently we came to know that in Union Territory there would be no FC as FC is meant for only States and JK is now a Union Territory”, Shafiq Mir of Panchayat Conference said, adding that he has urged upon the LG to firstly distribute powers between various tiers for complete empowerment of panchayati Raj institutions. |
