Jammu, Mar 17: Illegal liabilities of all government departments, prior to 2019-20 years are unlikely to clear because authorities have made it clear payment would be made only on those purchases in which complete transparency and procedures were adopted. In a circular issued today by the Finance Department it was clearly mentioned that liabilities of purchases should be cleared provided same were procured as per norms. “Instances have been brought to notice of Finance Department regarding procurement of goods and services, largely prior to 2019-20, which have not been cleared for various reasons. It is enjoined upon all concerned departments that cases of goods and services procured as per norms laid down in transparent manner and duly verified, can be processed for payment as per GFR. No liability should be carried forward to Financial Year 2021-22, if these liabilities have been incurred after following due process”, the circular, issued by Dr. Arun Kumar Mehta, Financial Commissioner Finance Department, reads as. In another circular, authorities were asked to procure goods from locak manufacturers through GeM. “Attention of all Administrative Secretaries is invited to Rule 149 of GFR-2017, where under procurement of Goods and Services through Government e-Market Place (GeM) has been made mandatory for all Government departments”, the circular reads as. “In order to give boost to the local manufacturers GeM has informed that local filters have become operational from February 25, 2021 enabling the departments to procure goods and services from local manufacturers”, circular mentioned, adding, “Local filters and MSME filters shall be used together for procurement from local manufacturers upto Rs 5.00 lakhs fiom Government e-Market Place (GeM) as per procedure laid down. For purchase above Rs 5.00 lakhs, additional terms and conditions clause (ATC) shall be invoked by the departments for restricting procurement within a geographical limit, through the process of bidding on GeM, in appropriate cases”. |
