District Plan Formulation: District Administration holds discussion with PRIs

KATHUA, Apr 24: To discuss the modalities for formulation of District Development Plan 2021-22 with BDCs and DDCs, District Administration Kathua today organised a meeting here at DC Office Complex.
DDC Chairperson, Col. Mahan Singh; DDC Vice Chairperson, Raghunandan Singh; District Development Commissioner, Rahul Yadav; ADDC Puneet Sharma; ADC Atul Gupta; besides Chairpersons of BDCs DDC members, and District Officers of different departments were also present.
In the opening session of the discussion, the District Development Commissioner highlighted the schemes and other major components of the District Development Plan for the current fiscal through PowerPoint presentation.
While highlighting the role of elected PRI’s, the DDC said District Development Plan has assumed immense significance after the formulation of District Development Councils, Block Development Councils thereby completing the three tier PRI system to ensure democratic decentralization.
He informed that for the first time, proportionate funding to all three tiers of PRIs is being ensured to cater to the development aspirations of the people through DDCs, BDCs and Panchayats.
Funds to the tune of Rs 25 lakh per Block Development Council, Rs 10 crore per district to District Development Council out of the budget is being provisioned, while Rs 23.30 lakh per Panchayat is being earmarked out of ULB/PRI grants this time to achieve development targets.
The session also held discussion on sector wise plan ceiling and the District Development commissioner apprised the meeting that works to be taken up in the plan shall be incorporated through Panchayat level plan by holding Gram Sabhas, at block level by respective Block Development Council under the overall approval of District Development Council.
While speaking on the occasion, the DDC Chairman, Col Mahan Singh called upon the elected members of PRIs to prioritise works as per the popular local demands of the people while formulating plans for their respective areas keeping.
He exhorted upon the members to identify the works already taken up in previous plans and further appealed them to work with synergy to achieve development goals.
He appreciated the efforts of District Administration for holding a discussion session which will give good insight to the members of District Development Council.
Vice Chairman, DDC Raghunandan Singh said the interactive session organised by District Administration will help the members in better planning and implementation of several schemes under the plan.
