Early Times Report

Anantnag, May 5: Throwing norms to winds, Principal Government Medical College Anantnag has appointed junior most doctor as Medical Superintendent of MMABM AH Hospital.
Dr Azia Manzoor, Assistant Professor Forensic Medicine GMC Anantnag, is working on contractual agreement and has now been handed over the charge of Medical Superintendent in violation SRO 364 under which he has been hired.
Principal GMC Anantnag, Dr Showket Geelani took this step after MS of MMABM AH Hospital Dr Iqbal tested positive for coronavirus. However this move has brought the Principal GMC Anantnag under scanner as he ignored around two dozen doctors deserving this post.
“In view of the MS testing positive for COVID-19 and presently in home isolation, it is hereby ordered that Dr Azia Manzoor, Assistant Professor Forensic Medicine will be acting as MS, MMABM AH. He will look after the duties of MS especially COVID-19 related matters for smooth functioning of the hospital till the incumbent resumes his duties,” an order issued by Principal GMC Anantnag, Dr Showkat Jeelani reads.
However, according to SRO-364, ‘staff engaged on teaching posts shall be put on teaching and research duties and shall not be assigned any administrative duties at any level’.
Sources revealed to Early Times that Principal GMC Anantnag, who enjoys support of top officers in J&K bureaucracy, was showering undue benefits to his close confidants.
“Even during this pandemic, the Principal GMC Anantnag is encouraging lobbyism and now he has started openly giving prize postings to them,” they alleged.
They said that ignoring senior doctors and handing over the charge of a sensitive post to a faculty member, who has just an experience of two years, has established the fact that that Principal GMC Anantnag was ‘unnecessarily’ trying to fail the COVID-19 management.
“Such developments send out a wrong message for those who are working on the frontline against this pandemic,” they said, however wished not to be named.
This isn’t for the first time that Principal GMC Anantnag has handed over the charge to junior most doctor but earlier also he had put permanent and senior faculty members under contractual staff.
“The HOD of the department is also a contractual employee and under her permanent and senior doctors are working,” they added.
Because of the actions of that Principal GMC Anantnag, the staff working at GMC Anantnag including doctors stand divided into two associations which displayed strength separately earlier this year.
Principal GMC Anantnag, Dr Showket Jeelani on being contacted admitted that he had given the charge of Medical Superintendent to Junior Doctor.
"Today I changed it and handed over the charge to another faculty member," he said, adding he had approched all senior doctors but all of them declined to take over the charge.
Principal said that arrangement was temporary in nature.
