Former LC official in dock, ACB recommends departmental action | Official forged DOB, got illegal promotions | | EARLY TIMES REPORT
JAMMU, Apr 19: More skeletons of corruption, gross violation of rules have started tumbling out of the cupboard of erstwhile Legislative Council (LC) as the Anti-Corruption Bureau (ACB) has recommended Regular Departmental Action (RDA) against a former blue-eyed official of LC who was given undue promotions in violation of norms while despite having fake Date of Birth (DOB), the Council secretariat refused to initiate any action. The ACB has also recommended departmental action against other in-service officers/officials whose roles were instrumental in granting promotions to the blue eyed official. According to the enquiry report and the subsequent communiqué forwarded to the Commissioner/Secretary to Government General Administrative Department, vide number ACB/Veri/SLKB-34/2019-4564-66, by SSP Central Sandeep Wazir, the ACB has given a point wise details of the enquiry into the allegations against the official and found most of them accurate. Making shocking revelations, the observations made by ACB reads, “the appointment of official as Reporter in JK Legislative Council and subsequent promotions up to the rank of Special Secretary was in violation of relevant laws, rules and regulations of appointment and promotions as well as in blatant disregard to JK Legislative Council Secretariat, recruitment and conditions of Service Rules 1959”. It further adds, “The Date of Birth produced by the official was found to be fake and forged during enquiry and instead of taking any action, the official was asked to produce a genuine certificate (finding lenient view of LC against the official). The wages drawn in favour of the appointee appears to be a huge financial burden on the department.” The observations further reads, “The promotion of the official as Additional Secretary from the post of Special Assistant to Hon’ble Chairman with effect from 1/4/2017 was in gross violation of Hon’ble Apex Court decision regarding change of cadre in Suraj Prakash Gupta vs State”. The ACB report further said, “As per probe conducted so far, the delinquent public servant was elevated from non-gazetted to gazetted rank without following service rules governing appointment and promotions, subsequently superseded his senior colleagues who were dropped without any justification, which apparently reflects managing of promotions by said official with du favouritism at that time for which he is responsible for departmental action besides other in service officers/officials whose roles were instrumental in granting promotions to him”. Making recommendation to the GAD, the ACB has asked the GAD to start Regular Departmental Action (RDA) against the delinquent public servant, for service misconduct. |
