Jammu, June 4: Even after the omission of six months diploma in Computer Application as an eligibility for the posts of junior assistant and junior stenographer by the General Administration Department (GAD), the Jammu and Kashmir Service Selection Board (JKSSB) is still in slumber as the Board has fixed holding a diploma as one of the eligibility criteria in the latest job notification.
In the job notification issued by JKSSB on June 4, 2021 vide advertisement number 3 of 2021, a total of 503 posts of different cadre have been advertised in various departments, which includes 280 in Forest, Ecology and Environment, 200 in GAD, 4 in Health and Medical Education and 19 posts in Department of Law Justice and Parliamentary Affairs.
For the posts of junior scale stenographers, the eligibility sought by JKSSB reads: “Graduate with 60% marks from recognized University having a minimum speed of 65 words per minute in shorthand and 35 words per minute in type writing and having 6 month certificate course in computer application from a government recognized institute”.
Similarly for the posts of junior assistants in various departments the eligibility reads, “Graduate from recognized University having a minimum speed of 35 words per minute in typewriting and having six months certificate course in Computer Applications from a government recognized Institute”.
The General Administration Department vide a notification issued on May 24, 2021 omitted the Computer Application diploma, which reads, “In all subordinate service recruitment rules governing different services/posts under the government, the qualification i.e. "Six months certificate course in Computer Application from a recognized Institute" prescribed for the posts of junior assistant and junior stenographer, shall be omitted.
All the departments shall accordingly amend their subordinate service recruitment rules”.
However, after the lapse of over around 10 days since the amendment, the JKSSB has failed to omit the requirement of diploma.
“The notification was forwarded to the JKSSB authorities also but it appears they have not paid any heed towards the amendment despite the fact that the JKSSB is the only recruitment agency, which makes recruitments for the posts of junior scale stenographers as well as junior assistants”, an official said, adding that such carelessness could not be expected from the recruitment agency, which has to deal with various matters with due diligence and a slight negligence and carelessness in the evaluation process could bring disrepute to the agency.
An official of JKSSB pleading anonymity said that the posts were forwarded by the departments months back along with the recruitment rules and as per their recruitment rules, the eligibility was sought. “The online submission of forms will start on June 20, by then a corrigendum will be issued, with necessary amendments”, the official said, adding that the 6 months diploma in Computer Application would not be one of the eligibility criteria for these posts.
