Education Deptt in J&K in shambles: Harsh Dev | | | Early Times Report
Jammu, June 8: Pointing towards the reports appearing in a section of media about the fast deteriorating condition of the Education sector, Harsh Dev Singh Chairman-JKNPP and former Minister said that his stand regarding collapse of this significant deptt in J&K particularly in Jammu region stood fully vindicated. He said that he had been consistently raising the issue of rapidly falling education standard in govt schools for the last few years besides seeking action against delinquent officers for having ruined this significant deptt for their vested interests. The complaints however were most casually dismissed as politically motivated by BJP inspired administration while allowing the earring officers to go scot free besides some of them having been rewarded in certain cases, lamented Singh. He said that the reports of 52 Education zones, 121 HSSs, 348 High Schools and five districts being headless in Jammu region was only a tip of the ice-berg. Majority of the remote area schools had become defunct due to non-availability of staff and large scale attachments of Teachers, Masters, Lecturers and RETs having been made in cities and towns besides in the offices of ZEOs, CEOs, Tehsildars, SDMs, DCs and even in CMO offices at the sweet will of the Education Officers who were acting as unquestionable despots. He said that not only were massive irregularities committed in postings, transfers and attachments but several reports of financial bunglings and mismanagement too had come to fore necessitating personal indulgence of the Lt. Governor. Referring to the directive of Comptroller and Auditor General (CAG) of India to the J&K govt to return the amount of Rs. 44.13 crore sanctioned for establishment of Model Schools and fixation of responsibility for non-utilization of the said funds, Singh said that the top audit body of the country had fully exposed the culture of red tape and bureaucracy in the UT and should be an eye opener for the govt. He divulged that the CAG report tabled in the Parliament had categorically blamed the Education Deptt for non utilization of the funds received from centre and for depriving quality education to the intended beneficiaries. Not only had the Model School scheme collapsed in J&K, but the RMSA, SMAGRA, RUSA and other centrally sponsored schools in Education sector too had proved a flop show. The condition of schools at Elementary, Middle, High and Higher Secondary level was pathetic with majority of schools suffering from infrastructure related problems and acute staff deficiency. Seeking a high level probe into the malfunctioning of Education sector as corroborated even by the report of CAG, Mr. Singh called for strict punitive action against the delinquent officers of the Deptt at the earliest. |
