Baramulla: Dealing Assistant ‘harasses’ clinical establishment owners
Despite complaints against him official not transferred since 20 years

SRINAGAR, June 28: A dealing assistant in the office of Chief Medical Officer (CMO) Baramulla has made it a point to undo the good work done by the clinical establishments operating in the district even though the health workers across the globe including India have been designated as Corona Warriors.
The dealing assistant a few days back visited the clinical establishments in the Kunzer area in Tangmarg in North Kashmir’s Baramulla district and sealed some of the establishments. The official also harassed the owners as well as employees of clinical establishments and threatened them of dire consequences for no fault of theirs.
Talking to Early Times, Umar Iqbal Dhar, President Private Diagnostic Centres Association (PDCA) J&K said that the dealing assistant Ghulam Rasool along with some officials in the district administration raided some of the clinical establishments in Kunzer area. He said the dealing assistant recovered blood samples that had been collected for carrying out Thyroid tests and destroyed them.
“The dealing assistant acted in a high-handed manner and destroyed the blood samples. Even though he is a simple clerk, he still acts as if he is an expert. The official has been harassing the owners of clinical establishments in the district and he wants them to shut down their business,” said Umar.
The PDCA J&K President said that a complaint was lodged against the dealing assistant at the Directorate of Health Services Kashmir and the same was received through dispatch number 2410 dated 7-4-2021. He said the dealing assistant along with the District Health Officer (DHO) Baramulla, Dr. Bhajan Kour are hell bent on the closure of clinical establishments in the Baramulla district.
“Despite all the odds the owners of clinical establishments across the union territory of Jammu & Kashmir are doing a commendable job. However, there are some officials in the health department who are harassing the health professionals. Over the last one year or so we had given many written complaints against the dealing assistant and DHO Baramulla.
Both of them need to be transferred; the dealing assistant has been posted at the office of CMO Baramulla for the past 20 years,” said Umar.
It would be in place to mention here that the health authorities across the length and breadth of Jammu & Kashmir have failed to give temporary registration of the clinical establishments. The Clinical Establishment Act of UT of J&K enacted on 16-5-2020 has authorized the concerned registering authority to give provisional registration within 10 days without enquiry but till date no provisional registration has been given to the clinical establishments applying for the same.
