Loss to state exchequer goes unnoticed in Anantnag | Municipal Committee abandons unused machinery, vehicles | | saahil suhail Early Times Report ANANTNAG, July 4: The authorities at Municipal Council Anantnag have allegedly abandoned vehicles and machinery including Garbage Compactor Vehicle which the Urban Development Department had procured for carrying out scientific disposal of solid waste. The abandoned, Garbage Compactor Vehicle, wasn't put to use for a day, the officials at MC Anantnag told Early Times over phone. In 2013-14, the Urban Local Bodies Kashmir has procured five Garbage Compactor Vehicles at the whopping cost of rupees 1.60 Cr; however all of them are lying dysfunctional and didn't serve the purpose. In addition to this the department also procured heavy dustbins which were required for these Garbage Compactor Vehicles for lifting solid waste for scientific disposal. The officers claimed that the vehicles and machinery including heavy dustbins were removed from the designated spots after the Garbage Compactor Vehicle developed mechanical faults. "Instead of immediately returning back this faulty Garbage Compactor Vehicle to Directorate of Urban Local Bodies Kashmir, the officials posted here directed that the vehicle be parked inside the office premises of Municipal Council Anantnag to favor the supplier who otherwise was supposed to rectify the fault and take back the vehicles," they claimed. They said that the vehicles, dustbins and other machinery were finally removed from the offices and dumped near Wazir Bagh. "This issue wasn't immediately taken by effectively otherwise the state exchequer wouldn't have suffered this loss," they added. Chairman Municipal Council Anantnag Hilal Ahmad Shah told Early Times that enquired about these vehicles and machinery once he assumed the office. "I wrote to then Executive Officer and enquired about this matter but the officer never returned back with the details," he said. Chief Executive Officer MC Anantnag Mohammad Jahangir told Early Times that he will enquire about the matter. Director Urban Local Bodies Kashmir Mutharra Masoom has also sought a report about the matter. Important to mention here, the Garbage Compactor Vehicles were procured under scheme Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) which was one of the components of JNNURM scheme-launched for planned development of cities and towns. An audit report of the Accountant General, which was submitted by the government in erstwhile Legislative assembly during 2018 budget session, revealed that Director Urban Local Bodies Kashmir in March 2013 placed two supply orders for purchase of 22 TATA motor vehicles of different category with national carriages at a cost of Rs 2.47 crore during 2012-2013. The report says that rates were inclusive of all taxes and duties both central and state and the delivery of vehicles by the supplier including copies of invoices and payment made were not provided to the audit committee. "However, from the payment details available on record it was seen that an amount of Rs 2.52 cr was paid to the supplier during march 2013 to may 2014 in respect of these vehicles, thereby resulting in an over-payment of Rs 5.59 lakh to the supplier," the report reveals. |
