Jammu, July 21: Even as Jammu and Kashmir has claimed to provide training for job skills to over 10,000 youth but most of the technical institutes, especially ITIs, in J&K are understaffed. Instead of taking effective steps to recruit technical staff in ITI colleges to provide skill training to the youth of J&K, higher-ups are busy with only paper works. “After 2002 higher-ups in the Technical Education, now rechristened as Department of Skill Development, have not updated recruitment rules”, sources said and revealed that rules are not available for newly created posts of new trades. “On the one hand, the government has introduced job-oriented trades in ITI colleges but for recruitment of teachers or instructors of these trades, authorities have failed to draft due to casual approach”, sources said and added that most of the technical staff in these institutes is facing stagnation. In Jammu and Kashmir, there are a total of 53 government runs ITIs-27 Kashmir Valley and 26 in Jammu province. Furthermore, 34 private polytechnic colleges are also functioning in the Union Territory. The government is claiming that under this programme skill training will be provided to youth. The mission and strategy of this programme is to focus on the aspirations of youth from smaller towns and villages. The talented youth from rural areas have the potential to become a driving force behind Jammu & Kashmir’s economic growth.
