Another cruel joke: Jammu’s private hospital refuses to provide treatment under ‘Ayushman Card’ | Like other welfare schemes, Ayushman Bharat scheme also appears only on papers | | Early Times Report
Jammu, Nov 12: Very much like other schemes which are working only on papers and in government advertisements, the much-touted ‘Ayushman Bharat scheme’ is also proved to be a cruel joke with the residents of Jammu and Kashmir as private hospitals are not admitting patients on this card. The helpless patients have to pay hefty charges on treatment in these hospitals. Family members of Naresh Kapoor, a resident of Gandhi Nagar, rushed him to Narayana Hospital Kakriyal Reasi for treatment on November 5 when his platelet counts came down to 30,000. Kapoor was suffering from a high fever. As the whole Kapoor family has ‘Ayushman Bharat’ cards they approached this private hospital with the hope that Naresh Kapoor will get treatment on this much-touted. “The hospital administration refused to entertain the card and gave an excuse that there is ‘three days waiting’ for Ayushman Bharat card”, one of the family members of Naresh Kapoor told the Early Times. The family member further said that due to low platelet counts they were in panic so they accepted the excuse of the hospital authorities and got Naresh Kapoor admitted to the hospital for timely treatment. “I failed to understand what is ‘waiting’ in Ayushman Bharat card”, the family member said and regretted that what is the fun of this card when private hospitals gave the excuse of ‘waiting’ to charge huge amounts from the helpless patients. After reaching the hospital, hospital authorities conducted various tests including Corona, dengue, and typhoid fever. He was later tested positive for dengue and typhoid. As the family was not in a position to bear the expenditure of this private hospital, they left the hospital early the next morning to get treatment in the government hospital. Naresh Kapoor is now recovering from dengue and typhoid but the family has to pay nearly Rs 18,000 for one night stay in the hospital despite having the Ayushman Bharat card. Pertinent to mention here that Chief Secretary, Dr. Arun Kumar Mehta Tuesday chaired the 4th Governing Council’s meeting for Ayushman Bharat. The Chief Secretary has directed immediate initiation of the tendering process for ensuring continued benefits of free and cashless healthcare under Ayushman Bharat- Pradhan Mantri Jan Arogya Yojna (PM-JAY) and SEHAT Schemes beyond the expiry date of the existing arrangement. In consideration of the revised population estimates, the Chief Secretary approved the Health & Medical Education Department’s proposal to switch from the existing SECC 2011 database to the latest data under the National Food Security Act (NFSA), on the recommendation of the National Health Authority. Further, the Chief Secretary approved the adoption of a modified health benefits package to include treatment for COVID complications. Dr. Mehta also advised the Department to request the NHA to consider the inclusion of targeted therapies and immunomodulators in the medical oncology, and multiple inflammatory syndrome in children, in the revised health benefits package. Regarding the financial progress under the scheme so far, the Department was asked to get all the expenditures audited from the Finance Department to ensure accountability and transparency in financial transactions. Moreover, it was also asked to appoint auditors for the purpose of the Comptroller and Auditor General of India’s empanelled list. |
