Ladakh kickstarts stir for statehood, 6th schedule safeguard | Peoples' Movement of Ladakh and Kargil Democratic Alliance calls for bandh on Dec 13 | | Early Times Report
Jammu, Dec 10: Even as there is no consensus among politicians of Jammu province to start the struggle for statehood, the Apex Committee of the Peoples' Movement of Ladakh and Kargil Democratic Alliance have given a call for Ladakh Bandh on December 13 in support of their demands. On Friday Apex Body (LAB) and Kargil Democratic Alliance (KDA) announced an agitation in the entire Ladakh region with a bandh call on December 13. After the abrogation of Article 370 and Ladakh becoming a separate Union Territory, it was assumed that the Ladakh region got a solution for all its problems. But unexpectedly things are moving in reverse gear. On Friday Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA), two conglomerates representing various political, social, religious, student organizations announced an agitation in the entire Ladakh region with a bandh call on December 13 in support of granting statehood, constitutional safeguards, two Lok Sabha and a Raj Sabha seat and filling up of 10,000 to 12,000 vacancies to overcome unemployment. Ladakhi leaders warned that they will not remain silent and will come on the roads to force the Union Government to accept their demands. Reports said that official interlocutor Minister of State (MoS) for Home Nityanand Rai had given some assurances but no such assurance was fulfilled. Now Ladakh Resident Certificate order has been issued the recruitment drive should be carried out. In September 2021, the government of the Union Territory of Ladakh issued an order defining ‘resident of the UT of Ladakh.” According to the Ladakh Resident Certificate Order 2021, any person who possesses a Permanent Resident Certificate issued by the competent authority in the districts of Leh and Kargil or belongs to a category of persons who would have been eligible to be issued Permanent Resident Certificate by the competent authority in the districts of Leh and Kargil will be eligible to receive the Resident Certificate. In contrast to Jammu and Kashmir where the government has come up with domicile law making it easy to acquire a domicile certificate of J&K for outsiders, in Ladakh the government has stuck to the old rules. |
