Gadbad, Gotala! Rs 78.63 lakh paid to 72 ‘non- existent’ migrant families in Jammu | | | Early Times Report
Jammu, Dec 10: The mismanagement in disbursement of cash relief to the migrant families in Jammu has punctured the claims that relief to crisis ridden families was being provided with utmost order. Official documents in possession of Early Times reveal that the database of Jammu migrants and their families had not been prepared and was not updated on account of births, deaths, separation etc. despite the Criminal Investigation Department (CID) of J&K identifying the eligible beneficiaries, after due verification of the migrant families. Payment of arrears amounting to Rs 78.63 lakh was made to 72 migrant families, who were neither in the list prepared by the CID of J&K, nor were they on the list prepared on the directions of Courts. Documents reveal further that excess disbursement of cash assistance of Rs 67.14 lakh to 84 migrant families and inadmissible payment of arrears of Rs 75.53 lakh was made to 49 migrant families for the period prior to their registration as migrants. Besides, excess payment of arrears of Rs 28.99 lakh to 159 migrant families on account of interest on cost of ration was also observed. No cash, as per the documents, assistance was paid to twenty migrant families after their registration as migrants, although free ration to these families was allowed. What is ironic to find is that the government is not taking serious measures to address the crises looming large in the management of relief to the migrant families in Jammu. It was the year 2018 when the then relief and rehabilitation minister in the state legislative assembly stated that the government had no information about the total number of KPs who have returned to their native places. Further the government admitted that it had no details about the all sort of assistance provided to them for their rehabilitation. Furthermore, the government of Jammu and Kashmir doesn’t know what is the number of Pandit families, who have not migrated from their native places in Kashmir at the onset of militancy. Meanwhile, the government admittance to such a startling revelation has once again caused stir in the public domain with people coming to know how serious were the erstwhile regimes to bring the KPs back. The government in 2018 stated that it has been asked by the Government of India to approve the construction of additional 6000 transit accommodations for migrant Pandits who are in the government service in Kashmir. The government then said they have also been asked to create additional 3000 jobs for migrant Pandit youth for which, they said, the process is ongoing. The government said that under the package of Rs 1618.40 cr sanctioned in 2008-9, the assistance of Rs 7.5 lakh each is being provided to those who intend to return to their native places. For those migrants who couldn’t return to their native places because of some reasons, the housing colonies (Pandit townships) have been proposed to be constructed in certain areas of Kashmir, the government said. Under the package, the Pandits will also be provided a one-time grant for the revival of their agriculture & horticulture land in the Valley. During this period they will continue to receive financial assistance and scholarships for their school going children. The Pandits are currently being provided monthly cash assistance of Rs 2500 per person monthly subject to a maximum of Rs 10,000 per family. |
